Zero Payout Denial.
Firms that publish a 0% denial-rate and have enough independent evidence to back it. This is the pledge a firm signs to join the registry, and the registry itself. Listing is earned by disclosure, not fees: a firm appears below only after it signs and passes review.
Signatory registry
The registry is the whole list of firms that have signed the pledge and passed review. In v0.1 no firm has signed, so the honest zero-state is rendered: the table headers stand, the empty row states the pledge is open, and no firm is listed that has not earned it.
No signatories yet. The pledge is open. A firm that publishes a 0% denial-rate and backs it with independent evidence can sign; until one does, every firm on the leaderboard carries “No data” rather than a zero it has not earned.

How a firm signs
A firm begins the pledge review by emailing reports@denialrate.com with its first monthly denied-payouts and approved-payouts counts, broken down by category. The review covers the four obligations above: the monthly disclosure cadence, the independent reviewer arrangement, the 14-day correction window, and the no-fee rule. The firm is added to the registry only after the first sample inspection is complete.
